George W. Farmer Line Officer of the Year Award

Explanation of the Award

The OCPOA is a state association comprised of chief administrators of probation services and community control agencies operated by the Courts and/or the State of Ohio who are actively involved with probation services programs, in both adult and juvenile sectors. To that purpose, the association was desirous of recognizing and honoring officers in the field of probation.

This award is presented to probation officers who have performed their duties in an outstanding manner and/or made significant contributions to the field of probation at the local, state of federal level. The recipient may also have brought credit or honor to the profession through participation or involvement in community activities or programs. This is a practitioner award for those field officers actively involved in supervision.

Any member of the Ohio Chief Probation Officers Association can submit nominations by utilizing the application attached for any staff position in the State of Ohio. All individuals who are nominated will be recognized at the June Training Institute Luncheon and the individual who is awarded the George W. Farmer Award will be submitted to the American Probation and Parole Association ‘s Scotia Knouf National Line Officer of the Year Award. The deadline for award submissions will be given at a later date annually .

The 2008 George W. Farmer Line Officer of the Year – Mr. Steven Pompey-
Tuscarawas County Community Corrections Program


Probation Officer Steve Pompey of the Tuscarawas County Community Corrections Program was presented the 2008 George W. Farmer Line Officer of the Year Award on June 12, 2008 at the Ohio Chief Probation Officers Association’s Ninth Annual Line Staff Training Institute.

Steve Pompey was nominated for the George W. Farmer Line Officer of the Year Award by Kory Halter Kochera, Director of the Tuscarawas County Community Corrections Program. The nomination was endorsed by the Judges of the Tuscarawas County Common Pleas Court and the Members of the Tuscarawas County Community Corrections Planning Board.

Steve Pompey is a 1989 graduate of Kent State University with a Bachelors of Arts Degree in Criminal Justice.

After his college graduation, Steve Pompey served his country in the United States Army from 1990 to 1994 as an Infantry Platoon Leader.

From 1995 to 1998, Steve Pompey worked for the Tuscarawas County Sheriff’s Office as a Dispatcher. He continues to hold his commission as a Reserve Deputy with the Tuscarawas County Sheriff’s Office.

Steve Pompey was hired as a Probation Officer by the Tuscarawas County Community Corrections Program in 1998. He supervises a high risk felony caseload of offenders on; Pretrial Supervision, Judicial Release, and Community Control Supervision.

Steve is certified as an Unarmed Self Defense Instructor and he has served as part of the faculty for Supreme Court of Ohio Judicial College courses.

Steve is dependable and he is respected by his peers and the offenders he supervises.

Steve views his Probation Officer duties as a “Profession” and not as a 9 –5 job. Steve works non-traditional hours, incorporates Cognitive Behavioral Therapy with sanctions and meetings with offenders, and he spends time with the offenders he supervises in the community.

Steve is a great example for other in the field of Community Corrections and he brings honor to the position of Probation Officer.

The 2007 George W. Farmer Line Officer of the Year - Mr. Andrew Stockton -
Greene County Adult Probation Department

Andrew Stockton, Senior Probation Officer of the Greene County Adult Probation Department, was presented the 2007 George W. Farmer Line Officer of the Year Award on June 14, 2007 at the Ohio Chief Probation Officers Association’s Eighth Annual Line Staff Training Institute.

In 2002, Andrew Stockton began his “second career” in community Corrections and supervision with the Greene County Adult Probation Department. He began as a part-time Surveillance Officer, interacting with offenders at their residences, places of employment, and community resource agencies. Due to his outstanding performance, Mr. Stockton was hired full-time as a Probation Officer in 2004. In 2005, Andrew Stockton was promoted to the position of Senior Probation Officer with the Greene County Intensive Supervision Program.

Andrew Stockton understands and utilizes the full spectrum of community control sanctions. He believes offenders are best able to demonstrate success whey they are properly placed in sanctions that are risk and need appropriate. Andrew Stockton truly cares about each offender he supervises and strives to do everything within his power to establish a foundation for offenders to become self-reliant and productive members of their families and communities.

In his “first career”, Andrew Stockton served with distinction for over twenty-eight (28) years as a Police Officer and Detective with the Madison Township and Fairborn Police Departments. Andrew Stockton retired as a Captain of the Fairborn Police Department in 2001. During his law enforcement career, Andrew Stockton received numerous awards and commendations. Mr. Stockton was nominated for the 2007 Line Officer of the Year Award by Melissa Litteral, Chief Probation Officer, and by Brian Lynch, Program Director of the Greene County Adult Probation Department – Intensive Supervision Program

The 2006 George W. Farmer Line Officer of the Year - Ms. Connie Houston Montgomery County Adult Probation Department

Ms. Houston earned her Bachelor of Science in Criminal Justice from Auburn University and has been employed by the Montgomery County Adult Probation Department since 1994.  Ms. Houston is currently the senior probation officer on the drug court team where she conducts drug court group counseling sessions and weekly case staffings with the judge presiding over the drug court program.  Ms. Houston is active member and presenter with the correctional accreditation association of Ohio and was the 2004 criminal justice services line staff officer of the year.  Ms. Houston has also received the perfect attendance award from Montgomery County for 10 consecutive years.
